VTMIS NET objectives are: - a methodology, guidelines and examples for the development of a VTMIS network in technical, institutional, administrative, financial and legal aspects based on the conditions within participating countries; - a specification of an appropriate architectural network of all relevant system levels; - tools for enhanced network operations allowing for interoperability of individual local solutions; - an information exchange network to promote efficient and safe flow of traffic and intermodal transport services; - introduction of a marine pollution information system as part of a VTMIS information network; - means to monitor the development of the network, to evaluate systems and services and to steer further development of the network towards an EU wide vessel traffic management and information system. VTMIS NET provides the information interchange network for already existing VTS, VTMIS, navigational, emergency, monitoring of the marine environment and other transport related information services and vessels. A major objective is to encourage the providers and users of VTMIS-related information to proceed to use the network after the conclusion of the project. It is therefore essential that the network is being established according to real cases. By establishing the network use will be made of existing installations, services and communication networks and links. Development work is required to provide interface software, common protocols and message formats, human-computer interfaces, interconnection of communication networks and geographical information systems (GIS) functionalities. %

The objective of MOVIT project is to achieve a complete VTMIS in a shelterised version that may be transported to any on-site evaluation of the traffic flow and density under operational conditions. This system will provide basis information to decision makers : £ Identification of traffic problems £ Evaluation of site for implementation of sensors £ Definition for VTS operational procedures £ Demonstration, assessment of system functional designs £ Evaluation of operators workloads This mobile VTMIS will be compatible with main European VTS systems interfaced with EPTO platform (Evaluation of traffic flow and density) through CORBA architecture. This will lead the VTS providers to define a communication standard between VTS and EPTO, that could also allow communication between VTS in the future. The mobile VTMIS will comprise the following modules : multisensor acquisition, signal processing, information processing, image processing, system performance analysis. The Task 31 does not include the realisation of the shelter, but the communication interfaces will be realised and tested with on-site registered data, and the shelter will be totally specified. %

The today inland navigation is based on voice communication and on-board radar. With increasing traffic density, enlarging of vessels or combinations with a dec reasing manoeuvrability, and increasing requirements of education, training and certification, more information has to be available and presented to the crew. T he integration of auto pilot, trajectory control, and traffic situation in combi nation with data communication has to be defined. The use of advanced technologi es in inland waterway transport together with the harmonisation of human/machine interfaces and control devices will enhance the efficiency and safety of inland navigation. The general approach of the task will be the identification of the functional requirements to introduce RINAC as the control centre on board of an inland navigation vessel consisting of a navigation display and a communication console and including the integration of shore based radar and transponder syste ms, the integration of the existing sensor equipment on board, including new sen sor technologies and sophisticated auto pilots, and the integration of communica tion equipment on the basis of the available hydro-graphic and infra-structural information. % The question of importance to solve is, whether or not besides the navigation display, another display is required for additional information. The approach is based on safety and efficiency grounds. A schematic design of t he architecture of RINAC will be included and is one of the work packages. A scr utiny of present day training courses in the different countries needs to be car ried out and these courses need to be assessed in the light of the new developme nts in the control centre. A scrutiny of the present day certification in the di fferent countries (such as the "Rhein Patent" and the navigation license in the Netherlands) needs to be carried out and the harmonisation of a West European li cense needs to be evaluated. The Work package will use a number of scenarios whi ch also have been used in Research Task 15 "Incarnation". These scenarios concer n a number of traffic conditions. These may be the present situation: Netherland s-German border say ships that carry 100 Mt up river and 40 Mt down river is bas e line, and situations with 10%, 30 % and 100 % increase. The study will use ref erence ships: this may be a motor freighter of 1750 tons cargo capacity, but wil l also deal with a motor tanker, a chemical tanker, and a gas tanker. Special re quirements for push barge trains will be considered.

Task 27/01: To develop tools for VTS operators for the recognition and assessment of traffic situations Task 27/02: To develop a support system that can assist a VTS-operator To combine different kinds of approaches in various VTS-areas To combine the VTS situation traffic display (Collission Risk Approach) To develop the algorithmus which will form the basis for the potential implementation of new or enhanced VTS To provide the theoretical background to support operators of VTS-systems Task 27/03 : To find out methods of mathematical representation of manoeuvering characteristics Task 27/04 : To investigate the integration of ECDIS/ENC into VTS Task 27/05 : (Traffic Displays) To deliver a report on operational requirements w.r.t. VTS traffic displays and its MMI leading to a support system for VTS-operators (Traffic Situation Display) To develop a traffic situation display for VTS (Dense Traffic, PORT & APPROACH) To fit modern maritime traffic control requirements with efficient MMI and advanced track recognition functions Task 27/06 : (Dense traffic offshore) To develop a concept and to design a Traffic Density Detector operator tool (Traffic situation display) To aid VTS operators to enhance safety and efficiency Task 27/07 (Traffic Situation Display) : To improve traffic situation assessment and/or tactical assistance Task 27/08 (MATIAS PROJECT) To develop, implement, assess and demonstrate processing methods to predict traffic image in a regional area Task 27/09 (DATA LINKS & DATA) To define means, interfaces and procedures to allow for standardized automatic data exchange between VT and main links Task 27/10 (Consortium Management) A joint coordination of INCARNATION, COMFORTABLE and MASSTER through the COMFORT consortium %

Testbeds at VTS stations % A close cooperation within the COMFORT consortium for Tasks 15, 27 and 46 is previewed. In addition liason with the POSEIDON and VASME consortia will be sought.
